‘Human Rights Legislation - so far, so good?’

Professor Brian Main, Director of The David Hume Institute said: "To many observers, the impact of the Human Rights Act has been quite far reaching. Perhaps even surprisingly far reaching in a country that had grown used to thinking of itself as having a proud record of defending human rights. Some argue that the implementation has been overly rigorous, while others point to the ascendancy that human rights legislation has given to civil and political rights at the cost of social and economic rights.

There is also the view that there is a considerable way yet to go in the implementation of this legislation, and that matters should first be allowed to run their course before any trimming, re-balancing or extensions are proposed. This event will bring together two distinct views of the best way forward in this important area. We are grateful to the Europa Institute for their sponsorship of this seminar".

Professor Keith Ewing:

LL B 1976, Ph D 1980, Professor of Public Law 1989-

Formerly: Lecturer, Edinburgh, 1978-83, University Assistant Lecturer, Unive Lecturer, Fellow of Trinity Hall, Cambridge, 1983-89. Visiting Fellow, University of Melbourne Monash University 1988; Visiting Professor, Osgoode Hall Law School 1982, University of Alberta 1987-88, University Western Australia 1992.

Special Interests: labour law and constitutional reform, with special reference to the relationship between social rights and consitutional law.

Hon. Lord Reed (Robert John Reed):

Lord Reed became a Judge in 1998. He is a graduate of the Universities of Edinburgh (LLB) and Oxford (DPhil Balliol College). He was admitted to the Faculty of Advocates in 1983 and called to the English Bar (Inner Temple) in 1991. He was Standing Junior Counsel¹ to the Scottish Education Department (1988-89) and Scottish Office Home and Health Department (1989-95). He was appointed Queen's Counsel in 1995 and was an Advocate Depute from 1996 until his appointment as a Judge in 1998.

He has contributed to books on constitutional and administrative law, and human rights law and is Scottish Editor of the European Law Reports series. He has sat as an ad hoc Judge at the European Court of Human Rights.
